    CBI raids residence of former UP Principal Secretary

    Over 40 locations in UP and Delhi raided, investigation agency registers three new cases

    The Central Bureau of Investigation (CBI) raided over 40 locations in Uttar Pradesh—including Kanpur, Ghaziabad and Noida—and Delhi on Thursday after registering three new cases in the National Rural Health Mission (NRHM) scam.

    The residence of Pradeep Shukla, former Principal Secretary, Health and Family Welfare, UP, was also raided by the CBI. Shukla, a 1980 batch IAS officer of UP cadre, allegedly played a major role in the scam. Soon after UP Chief Minister Mayawati allotted the family welfare portfolio to Babu Singh Kushwaha—who was sacked by the Bahujan Samaj Party last year— in 2009, Shukla was given charge of the departments of family welfare and public health. The CBI had already registered a case against Kushwaha.

    The centrally sponsored scheme, under which of Rs 10,000 crore has been granted, was meant for 72 districts of UP.

    Last April, state Health Minister Anant Mishra and Kushwaha resigned on ‘moral grounds’ after the murder of two Chief Medical Officers (CMOs) Vinod Arya and VP Singh. Kushwaha and Mishra were locked in a battle for one-upmanship to control utilisation of NRHM funds. CMOs, responsible for implementation of NRHM, are under administrative control of the Health Ministry while funds are allotted by the Ministry of Family Welfare. Since Kushwaha had no control over utilisation of funds in excess, he proposed a change in the system being close to Mayawati.

    Shukla prepared a note for the Cabinet suggesting bifurcation of the CMO’s post at district level. According to the note, one CMO would look after routine work while the other would exclusively oversee implementation of NRHM.

    Mishra was kept in dark when the proposal for bifurcation of the CMO’s post was approved by the Cabinet in August 2010. Subsequently, NRHM funds were allegedly looted as Kushwaha got absolute control over utilisation of budget.

    The CBI claims to have clinching evidence on the role of Shukla in not only allegedly aiding and abetting the loot of funds of NRHM but also facilitating the scam by bifurcation of the CMO’s post.
